That no building part or parts thereof, shall hereafter be constructed, altered, enlarged, diminished, repaired, replaced, or relocated (except in conformity with the provisions of this article), within what shall be designated as the fire limits of the city, which fire limits shall constitute and include all that portion of the corporate limits of the city described as follows:

       All of Blocks 17, 26 and 31, being located on the east side of Main Street, and all of Blocks 18, 25 and 32 located on the west side of Main Street.
