There is hereby established a board of health consisting of the mayor, city marshal-chief of police and a resident physician appointed by the governing body, whose duty it will be to look after the general sanitary conditions of the city and have removed or abated at the expense of the owner of the property any and all nuisances located thereon which they consider a menace to the general health of the inhabitants of the city.
