The following are designated as main trafficways of the city pursuant to K.S.A. 12-685 et seq. for purposes of bond financing certain improvements:
(a) Main Street.

(a) RECITALS. The City Council of the City of Palco, Kansas, in recognition of the future receipt of funds and property from the Everett McKenna estate and the requirements of the Everett McKenna will dated October 15, 2009 to use said funds and property as follows:
(1) For the construction and furnishing of a community center for the youth of Palco, Kansas and the surrounding area;
(2) For a fund to maintain this community center, i.e., the utilities, maintenance and insurance hereby establishes a perpetual and permanent fund of money and property to be known at the “McKenna Youth Center Fund”.
(b) PURPOSES OF THE FUND. The purposes of the Fund are exclusively to receive and to administer funds from the Everett McKenna estate and income from assets derived from assets of the Everett McKenna estate and any other bequests or devises hereafter made to the city for the purposes of construction, furnishing and/or maintaining a youth center. The funds shall be used for the recreation, health, athletic and other public purposes, not including any religious or sectarian purpose, for the benefit of the youth of Palco, Kansas and the surrounding area and to that end to take and hold by bequest, devise, gift, grant, purchase, lease or otherwise any property, real, personal, tangible, or intangible, or any undivided interest therein, without limitation as to amount or value; to sell, convey, lease, or otherwise dispose of any such property and to invest, reinvest, or deal with the principal or the income thereof in such manner as, in the judgment of the City Council, will best promote the purposes of the fund. Any unexpended or unencumbered balances in the funds shall not revert at the end of each fiscal year, but shall remain in the fund and may be carried over into each succeeding fiscal year. Any income earned on the funds shall accrue to the fund.
(c) INVESTMENT OF FUNDS. Money and property in such fund may be managed and invested in accordance with Kansas law.
(d) ADVISORY BOARD. An Advisory Board may be established for the efficient conduct of the business of the McKenna Youth Center Fund.

A majority of the electors voting thereon having approved, at an election held on the November 7, 2017, there is hereby levied a retajler's sales tax in the City of Palco, for the general purpose of financing and paying for costs of street maintenance and general improvements in the City, including the payment of principal and interest on any bonds issued by the City to finance such improvements; the collection of such City Sales Tax to commence on January 1, 2018, or as soon thereafter as may be permitted by law, and to expire ten (10) years after the date such tax is first collected.
